LED are brighter than normal lighting. Different supplier have different work qualities on their products. LED depreciate every year. Their Lumens drops thus making it look less bright. Nonetheless, LED lifespans usually hits 5years. Cost wise; If the LED last you throughout for 5 Years u can total how much it has saved for you. =) Hope my details helped.

For circular try not to get LED. It's not standardize yet. You can try on T6 Circular or normal T9 Circular tube with Electronic Ballast.

Don't go for brands anymore. Given Phillips & Osram they are all now made in China and the price for their products remains the same . Try other brands as they are not expensive and quality can be as good as Phillips & Osram.
