My wife and myself both brought 100% Home Protection Scheme (HPS) from CPF. <p>
	I am sharing my experience with a constant toilet seepage issue in my HDB flat on the 7th floor. The seepage has been ongoing for six months, and it has caused significant inconvenience and disruption in my daily life.
</p>

<p>
	The seepage first appeared in my master bedroom toilet on February 4, 2023. Water droplets began to fall from the ceiling around the stack pipe and the stack pipe itself. I immediately contacted HDB, and they dispatched a private contractor from the 8th floor to investigate the issue.
</p>

<p>
	The private contractor from the 8th floor initially claimed that the seepage was not their responsibility, as it fell under the town council's jurisdiction. However, I coordinated with HDB to involve the town council in resolving the matter. A town council plumber verified the stack pipe's integrity. He concluded that the seepage was coming from the toilet in the apartment directly above mine on the 8th floor.
</p>

<p>
	HDB then engaged private contractors from the 8th floor to rectify the matter. However, despite conducting three separate water ponding tests, seepage persisted. The private contractors on the 8th floor contested the findings. They proposed alternate explanations, such as structural issues or the involvement of a neighbouring unit on a higher level.
</p>

<p>
	A dry test was conducted, which revealed no seepage as the neighbour on the 8th floor refrained from using the master bedroom toilet. However, the latest water ponding test, personally observed by a Zonal Engineer from HDB on July 29, 2023, conclusively confirmed the seepage's source to be the toilet in the flat on the 8th floor.
</p>

<p>
	After six months of enduring this seepage predicament, I am exasperated and grappling with its implications. Water stains have marred the ceiling of my master bedroom toilet and permeated into the wall fixture, compounding the damage. Moreover, I am deeply concerned about the potential health hazards of a consistently damp environment.
</p>

<p>
	I am writing to this forum to seek help and advice from other homeowners who may have experienced similar issues. I am also calling on HDB to take decisive action and compel the private contractors on the 8th floor to rectify this ongoing issue. I meet my HDB Service and Conservancy fee obligations as a responsible and law-abiding citizen. I am entitled to an environment free from moisture and mould-related concerns.
</p>

The approved breeds are small dogs which are generally more manageable. Any flat owner who keeps an <strong>unapproved dog breed</strong> or has<strong> more than one dog</strong> on the premises shall be considered guilty of having<strong> breached the HDB regulation</strong> regarding pets and will be liable for conviction that can amount to a fine of up to a maximum of<strong> S$4,000</strong>.</p><p style="font-size:medium;color:rgb(51,51,51);font-family:'Times New Roman';background-color:rgb(254,254,254);">Besides dogs, HDB allows flat owners to keep <b>other pet animals</b> such as fish, hamsters, rabbits, and birds.These pets generally do not cause nuisance to neighbours and do not disturb the environment. Flat owners are <b>not allowed</b> to keep cats in HDB flats, as it is generally difficult to confine cats within the flat premises. They are very good at talking and having answers for every question.</span></b>

	<b><span style="background-color:#ffffff;color:#333333;font-size:10.5pt;vertical-align:baseline;">After meeting up for quotation they will<span> </span></span><span style="background-color:transparent;color:#000000;font-size:10pt;vertical-align:baseline;">bring owners to showcase his “projects” that nicely done up (after that we only realized those are his “showrooms” to convince homeowners to sign up with him)<span> </span></span><span style="background-color:#ffffff;color:#333333;font-size:10.5pt;vertical-align:baseline;">, please note the owners of those projects that are viewed did not give the permission for viewing or even not aware of the viewing. When signing the contracts at the company's office<span> </span></span><span style="background-color:transparent;color:#000000;font-size:10pt;vertical-align:baseline;">(all 3 companies have the same addresses), they will show you countless of contracts that they have signed with and claim how successful and capable they were. Contracts were signed under their fake names and asked to make payment to their personal account (via paynow to their contact no.).</span></b>
</p>

<p dir="ltr" style="background-color:#ffffff;color:#353c41;font-size:14px;text-align:justify;">
	<b><span style="background-color:#ffffff;color:#333333;font-size:10.5pt;vertical-align:baseline;">Once contracted, a deposit of 30% has to be made before work can start.<span> </span></span><span style="background-color:transparent;color:#000000;font-size:10pt;vertical-align:baseline;">They claimed that they are a carpentry company where other works such as electrical and masonry work are done by their subcontractors. At the start, the subcontractors would perform their work and everything seemed smooth and according to plan and they would request the homeowners to post reviews about them.</span></b>
</p>

<p dir="ltr" style="background-color:#ffffff;color:#353c41;font-size:14px;text-align:justify;">
	<b><span style="background-color:transparent;color:#000000;font-size:10pt;vertical-align:baseline;">However **** happens when it is the carpentry turn. They would pressure you for payment and threaten that work will be delayed and in order to secure the manpower and materials to speed up the whole renovation process. If we refused to pay or asked if payment could be made based on progress, they would threaten us that our renovation works would be delayed or cancel the contract if they doubted them and lost the 30% payment. They would be required to receive 90% to the full amount of contract sum before the carpentry could start (citing that is the industrial practice) again saying that they need to procure manpower and supplies to start.</span></b>
</p>

<p dir="ltr" style="background-color:#ffffff;color:#353c41;font-size:14px;text-align:justify;">
	<b><span style="background-color:transparent;color:#000000;font-size:10pt;vertical-align:baseline;">After a few days, they would update that supplies have been purchased and carpentry work will be starting soon. However, they refuse to provide a work schedule plan and most of the time are unable to provide a firm date for completing the work.</span></b>
</p>

<p dir="ltr" style="background-color:#ffffff;color:#353c41;font-size:14px;text-align:justify;">
	<b><span style="background-color:transparent;color:#000000;font-size:10pt;vertical-align:baseline;">Thereafter after constant pressure and calling, they will dish out lame excuses that you will never think of and go Missing in Action after that, not picking up calls and no reply to messages. To their horror, the work that was done was of poor quality and was not done up to regulation standards. Worst of all, those homeowners who have contracted earlier (already been MIAed) came into contact with other homeowners who contracted later via (the same telegram group buy or facebook group) and found out that the scammers are still pressuring them for payment for work to start.</span></b>

	My HDB estate is currently undergoing Home Improvement Programme (HIP). HDB units (especially those just renovated their houses) who do not opt for toilet/bathroom upgrading must undergo a compulsory water proofing test. According to HDB, the toilet floor will be flooded to 2.5cm of water for 4 hours. If there is leak to the ceiling of the flat below then the water proofing test has failed.
</p>

<p>
	We all know HDB flats are strictly residential. I can't think of anybody who bathe for a continuous long period of 4 hours and able to flood the toilet floor to even 1cm of water. The diameter of drainage outlet is so much bigger than diameter of shower tap. Water outflow is anytime faster than water inflow.
</p>

<p>
	<strong>Is the criteria for HDB water proofing test a little too far fetched and UNREALISTIC.</strong>
</p>

<p>
	Also, are water proofing membrane done by HDB authorised contractors designed to withstand 2.5cm of water for 4 hours; because I never hear it mentioned when I talked to renovation contractors and it was never even in the terms and conditions.
</p>

<p>
	I have people in other forums insisting this is standard test. Since this criteria was never mentioned or noted in renovation contract, can we assume it is standard HDB requirement and so is IMPLICIT in the agreement. And suppose water test failed, can we get contractor to compensate/foot cost of repair ?
</p>

<p>Car park spaces are slowly being reduced in ECs and pte condos. Nowadays it's one lot for one unit, and a few extra for visitors, disabled, etc.</p><p>I am wondering what are the current management practices and what SHOULD be THE fairest practice?</p><p>In many cases, owners pay their mnthly Conservancy Fees and an extra amount for each additional car.</p><p>I feel that this is unfair to owners without a car as they are "paying" for a lot that is compulsorily allowed to them to use, BUT IT'S THEIR OWN FAULT AND LOSS IF THEY DO NOT HAVE A CAR!</p><p>I believe are there are fairer ways, eg :</p><p>1. Only those owners with cars are required to pay for use of parking lots. This is the HDB practice.</p><p>2. Every owner is given the right to a lot and if he does not own a car, he has the right to lend it or rent it to another owner who requires an additional lot. </p><p>What are your views and suggestion?</p><p>ps: I live in HDB, own a car and pay for a season lot.</p>

	Pandan valley uses a ordinary resolution to approve a new facility of community garden at AGM this year by claiming because they csn merge two resolutions into one and it’s only for 1 year so only need ordinary resolution.

	Is that legal?

	The resolution is proposed by a council member. She and her council members friends gathered more than 45% of the votes including proxy and purposely arrange the online AGM on Saturday afternoon when rarely people are at home. So they passed the resolution at 55%.
</p>

	So now it’s a precedent that anyone can anyhow merge two resolutions together so any condo can get any common facility passed in AGM by ordinary resolution as long as they claim it’s only for a year.. 
</p>

	beware in case your condo also pull such tricks…

	Have seen many topics resolving the HDB Inspection and on the Windows Declaration. But couldn't find any answers before.<br />
	I am a Seller, Completion next month very soon.

	Already received HDB Completion Letter along with the sets of documents required.<br /><br />
	Then comes the Windows Declaration. <br />

	By right HDB Inspection will covers the Windows too right? Inspector didn't say anything about the Window back then!
</p>

	So how would i know if mine are alright or are already the stainless steel rivets (for the Casement Windows), have cross checked with HDB Website, BCA Website, BCA Window Day 2020 + Contractor Video, but can't find any proper guide on whether mine are aluminium or already stainless steel rivets? <br /><br />
	Haven't modify the windows for the longest time, the last time for the Casement Windows was for the HDB Home Upgrading back in 2003, for the "Extra Room" behind Kitchen, it's called the "Standard Plus" package according to the documents i kept, but it simply did not indicate how many windows were upgraded back then.<br /><br />
	I have total of 3 Casement Windows:<br />
	1) Extra New Room<br />
	2) Kitchen<br />
	3) Bedroom 2

	Hi guys, need some advice. I was told that my resale flat seller regretted selling the house after I started to exercise the option and he jumped at the chance to cancel the deal when my cheque for the remaining 4% OTP bounced due to signature irregularity. Shun bian makan the 1% that I have already paid him. He refused to accept the new cheque that I issued immediately after I found out the cheque bounced.

	My law firm dealing with the conveyance says that it’s the first time they have seen sellers calling off the deal in this manner but nothing can be done.
</p>

	Do I still have any options left? I’m also facing mortgage loan penalty for the non-disbursement <span class="ipsEmoji">😞</span> 1% means alot to me and it wasn’t like I wanted the cheque to bounce..
