You should not do that as that damage your tiles permanently as bleach can be quite corrosive on the enamels of various types of tiles

Is the leak continuous? If its continuous then its leak, else its condensation
Clean the area with a dry tissue and if a droplet appears again within 15 mins, then there is a leak somewhere

Did you guys trying giving HDB or your Town Council a call? Maybe they have a contractor they can recommend?

If you are worried about footsteps just seal the tile or just do a weekly mopping no need to be an over zealous mopper

Actually why you want to convert your tiles to matte if you don't mind me asking? Glossy tiles seems rather nice

I think it probably has to do with the type of paint used

For staircase and floor polishing i remember the polishing rates should be different because of different materials

In this case its toilet tiles so a steam vacuum won't really help as the toilet already has alot of moisture from the way the OP describes

The waterproofing part is an issue for overlay, so its better in my own opinion to hack and relay it

Alot of wood materials shrink because the varnish wears out after a while, so if you go for wood make sure its treated wood so the shrinkage is very minute
