  1. Hi there, not sure if this is the place to discuss this but I just want to try my luck and see if anyone has something to share from their personal experience. My neighbour living upstairs has been generating tons of noise (heavy long periods of stomping from kids, very loud sudden knock, furniture dragging, banging doors, etc) everyday for the past several months. As you might have guessed, it has caused me plenty of sleepless night, my elderly parent to wake up from their nap/sleep, unable to focus on my work, etc. Initially, I tried to approach them peacefully by writing several notes on different occasions to bring the issue to their attention. We even suggested to use very simple, effective and inexpensive means to reduce the noise. Unfortunately, they don't seem to care to do anything to reduce the noise. I mean, how hard can it be to provide playmats for your children if you can't control hyperactive kids? How difficult is it to use softpads on your furniture? Anyway, my patience grew thin as paper after several months of tolerating their noises. So, I made a police report but they redirected me to the HDB. HDB officer eventually made a call to my neighbour and advise them to lower down their noise and honestly, there wasn't any improvement at all. (In fact, my neighbour was unhappy about it) So I took the matters into my own hands. I began closing my windows and doors loudly, and occasionally thump my ceiling whenever they made any loud noise just to let them have a taste of it. Eventually, after several days, my neighbour came running down to my unit furiously. He began shouting at me, accusing me of vandalism (from the notes I paste with masking tape outside his door), whining about my complain to HDB, how he almost kill his son while trying to discipline him, etc. All the while, I was trying to calm him down (although I was the victim here) and tried to talk peacefully. Eventually, he calm down to listen and we were able to sort things out peacefully. After that day, we did notice there was less noise coming from their unit. But after a week or so, they went back to their old ways. Thus, knowing that reporting to the police, approaching the HDB for assistance and direct confrontation does not help to improve the situation, I am thinking of soundproofing the ceiling to reduce the noise. Any advice or personal experience from anyone would be greatly appreciated. Thanks.
  2. Hi there! I have just kick started my 2-months long renovation but am already bogged down by two troubles 1) Unsatisfactory quality of work provided by window installation contractor The window contractor provided sub-par service e.g cement was unevenly applied such that some stretches are more hollow. This is not a joking situation as my flat is a corner-unit, hence should the windor falls due to poor installation, it could easily kill passerbys or break cars. On the first complain, the contractor has agreed to re-do the cementing. In their own defence, the contractors claimed that the unsatisfactory work was due to the fact that the employees are not well-trained in handling high-rise hdb flats; more trained in handling landed houses. Also, the dust filter that should be securely stuck to the bottom-edge of the window easily peel-ed off!! What can I do if the re-cementing is still unsatisfactory? 2) Incessant complaining from neighbour staying directly below our unit Since the start of our renovation, this neighbour has been making persistent complains about our noisy renovation. However, our contractors have completed the major hackings within the assigned dates. On everyday basis, renovation begins after 9am and ends before 6pm. Apart from complains on noise, she has also accused us of ruining her ceiling. Prior to kicking start our renovation, we had requested to enter their house and took photos of their ceilings. Photos were provided as evidence that her current state of ceiling were the same prior to our renovation. She has since insisted for us to pay for her maintenance else she would sue us. Any advice on this second trouble? Would appreciate any advice/suggestion on these double troubles :(
  3. Hello everyone really need your advice on our situation. We are doing some major Reno work for our new place. We are living somewhere else at the moment and will only move in August. Our Neighbour who is staying right in front of us happen to be part of the condo's committee. He has been making a lot of noise and came and spoke very rudely to the ID and contractor. Saying that he is going to have a meeting with the committee to put a stop to our Reno. We have never soon him before cos we haven't moved in yet. Then he do things like park at the lot designated for contractors to collect the rubble just to piss them off. Then he talk to security Guards and told them not to let them in until 11am! So our ID told Contractors to make less noise and the neighbour was ok. Only for a while. Now is the phase where air con get installed, plumping works, electricity point so again noisy and he has threatened again to stop our Reno. my question is: -can he do that? -what are our rights? im very stresss with work and now with the possibility that our Reno will be halted means that we must extend our rent at current place or find service apartment if our landlord don't want to extend. Only means more $$$$. please can someone help with the legal issues of our situation.
  4. Hi, I recently received a complaint letter from hdb lodged by my neighbour sharing the same bedroom wall as me. They claim that their bedroom wall is dripping wet due to condensation caused by the wall being too cold and it is caused by my aircon being too cold. Hdb is requiring me to lower the strength of my aircon and point it away from that wall. The letter also state that they have surveyed and determined that this is the cause of the issue and remind me that hdb laws states that owners are allowed to install aircon on the basis that they are in proper working condition. My question is firstly, what kind of survey did they do to determine the cause without coming into my flat to check at all? Secondly, why would my aircon affect their wall if hdb have built our flats well enough to isolate each unit to their own to uphold the quality of the build promised by the government and to protect our privacies as owners? Thirdly, in such a case, who is judging and appointing that the fault and solution lies with me solely and not shared and/or if the hdb is also partially/fully liable? Lastly, are there actually laws that govern such neighbourly disputes and are they actually applicable to this issue? (The letter says I can use my aircon as long as I maintain it in proper working condition and it seems like the complaint is that my aircon is working too well...) Last year around the same period (May-June) I did receive such a complaint before and from July onwards there seems to be no such complaints anymore until now. I believe that the issue has to do with weather changes and rise of humidity, and will be solved after the wet season passes. But as a courtesy, I'm currently planning to insulate my side of the wall to prevent thermal transfer, hoping that it will help the situation. I'm not well verse in such matters so I'm not sure if the insulation should be done on my end or my neighbour's end, but I'm willing to do it anyways. I have my reasons to maintain a cool temperature in my bedroom and it will be rather disruptive to my family if I were to lower the aircon. I'm asking for advise and help from you guys to determine if my actions are correct or am I actually not liable. And is there help that I can seek from my standpoint to resolve this issue as apparently the hdb thinks that the issue is my fault (and I guess global warming is real and it's also my fault...) Please help, thanks!!!
