Sometimes system software refers to software that comes with a distribution. Some of it will be communications software.

Sometimes system software refers to a core subset of that, such as kernel-mode software. Some of that will be communication software.

Where you draw the boundaries, depends on what is important in your context. Generally, system software is software that you rely on to already be there, and communication software is software whose primary role is communication.

And “primary role” is fuzzy. Is a web browser communication software? Is the primary role to communicate with web sites? Or is the communication merely a nearly-invisible link in the middle, between you and the site?
