Room Design - Mezzanine

Dear all,

I am thinking of converting a study room with a ceiling height of 4.5m into a mezzanine bedroom, but the room is small with size about 3m by 4m.

Is it possible to do a mezzanine given the size of the room? Is there any other way I can make full use of the height. There is a window opening right near the ceiling. Till now, I have not seen through it

If it is too small, any advice why the house was built that way in 1990? ( I bought this house 2 years back)
