intend to renovate my old kitchen, seeking clarification

i intend to renovate my old kitchen. wish to seek some advise

1)My stove and sink support are constructed with concrete support many years old ago
The concrete top is lay with tiles. Some of the tiles have deep long cracks.
Apart from changing new tile on the concrete support,are there other options available? 

2)i want to change the old kitchen sink, however i notice that the surrounding the base of the basin is cement to the concrete support. For this case how do the renovator remove the basin?

3) my kitchen wall tiles are smooth surface. i intend to remove my old cabinet top and plaster a wall
is it possible and advisable to plaster over smooth surface tiles ?

just told by a renovator have to apply renovation permit to hack away the tiles on the sink concrete support. it will cost $350 to apply permit which i find it costly .is it necessary to apply for permit since i am not hacking wall or floor tiles?
