Help! Sticker On The Internal Lining Of Cabinet? Is It Normal?

Need your advice. I've just bought a resale apt and the owner told me they have just renovated half a yr back...

Please cut and paste as I can't do the linkage:

However, the kitchen's dish rack holder's cabinet has 'popped' or "rotting'guess cos there's water..

How much is it to just cut away the lower base and install new dish rack? $300?

Also, I realised that the drawer internal lining was stickered on. Is it normal?

Is it durable?

think the pvc lining canoot glue to the plywood lor..

maybe you want to try contact a carpenter to access the damage..

the 3rd pictures seems to show a rotten base ply, have to check whether got water leakage..
