Recommend a reliable and reasonable price contractor

Hi all.. my husband and I would like to have some recommendations on reliable and reasonably price contractors to do our 4 room resale flat.

The house that we bought is in such a terrible condition as the previous owner had never done any reno b4. She was the second owner btw and it really look like she never take care of her house. But because we like the location, we decided to go ahead and buy it.

And now we are sourcing for contractor rather than Id as we have tight budget and also we know what we want. No special theme or trend. Just as long the house look modern, bright and airy. 

What we need to do is :

1) kitchen and both toilets definitely have to do. there is a concrete base for sink and hob which we intent to let it remain. maybe overlay with tiles to make it look as gd as new.

2) overlay flooring of whole house. laminate preferable but not sure the living room can overlay or not coz saw parts of the ceramic tiles being covered by laminate. 

3) whole house rewiring and plumbing.

4) whole house painting

5) do a sliding window at kitchen overlooking the service yard as there is no window just a "hole" in weird shape. 

if budget permits will change the doors and windows n grilles. otherwise just do these 5 most impt ones 1st.

If anyone can be so kind to rec a gd contractor to work ard my tight budget that is <20k the lesser the better. not shy to say I am not loaded la
