Hi All, first time poster here... friend needs to sell her flat, does she need to pay "upgrading levy"? already fully paid her upgrading costs last year... HDB website says something like "after batch 7 do not need to pay upgrading levy". If need to pay then its really quite a lot. Really confusing... appreciate any help to answer this qn! thanks!
