It sounds more like fill valve seal. (air, water and rubber washer do make strange noises.)
Try the steps to see if you can induce the sound?

Lets try the following : (recruit 1 family member or friend to help you)
Stop usage of all water.
Are there still any noise?
One of you try standing right below the storage heater, while the other try
a) flushing the WC.
b) turning on taps.
c) turning on showers.
Do this area by area to isolate the noise. Check if it comes from within your unit.

Can you isolate where and when the noise happens?
1) Does it happen only when you flush the wc or it happens on its own periodically?
2) Does it come from the storage heater? If so, which part of the storage heater?

Only the inlet pipe (the smallest pipe in the corner) can be moved.
In other words, you can make a window to see the other bathroom but not a walkway.

Apologies for the confusion.
As mentioned previously, the vouchers can only be used on non-promotional items.
The limitations are stated on your vouchers.
As Balestier Road outlet have older items on sale, it does not make sense for you to use your vouchers on last season's products at full price.
We recommend going to our outlet at 61 Oxley Bizhub #01-35, which offers over 3000sqft for your selection.

The Voucher can be used at the Balestier outlet as well, though we recommend that you visit the Ubi outlet or the Tradehub outlet.
The Ubi and Tradehub outlets have a much wider selection, and features most of latest products available in the market.
Do note that the voucher may not stack with promotions and discounts.
Our Balestier outlet features last season's products at attractive discounted prices, which may not be the best deal for your Vouchers.
We are also launching a series of new exciting product ranges come December in our Tradehub and Ubi outlets.

The heater looks like a Joven, you could try to completely drain the water and push the pressure relief valve lever.
Will your contractor be able to help you with that?
