Seem like we can only look for other indoor rack providers, and because the existing rack is not theirs, they wont repair, will need to dismantle and purchase and install their racks. Either that or Ill just leave the malfunctioning rack up there and use as static laundry hanging bars ?

This, does anyone have advise? I took over a flat, the rack's pulley is stuck, I saw the sticker say prefabtech3, but even their website is inaccessible.
