Wall hacking, need advice

Hi everyone, I have began my renovation journey and this is the first part where my ID started to add “costs”. they had started hacking a wall which was approved by PE, and in the wall, they found a lintel. Now the ID is saying to remove the lintel will have additional cost. If don’t remove lintel, after they put up partition, if it drops, they will not be responsible. Question is.. if I paid for hacking a wall, shouldn’t it include everything? Is my ID trying to pull a fast one?
