Need To Use Paint Sealer For New Hdb Flat Wall That's Already Skim-coated/plastered And Painted?

hi,

according to the hdb brochure, the new hdb flat's walls and ceilings are already skim-coated/plastered and painted by hdb.

so, do we still need to apply a paint sealer to these walls/ceiling before painting? :notti:
