Drilling Two Holes In Ceiling For Exercise Equipment

Hi,

Living in 20yr-old 4rm flat in West. Basically, I want to install the same exercise equipment-- i.e. gymnastic rings-- using the same mounting method as this guy (please click on link for photos):

I would like to know if my HDB ceiling can take the weight. Besides, I am not too sure whether hanging something so heavy is allowed by HDB.

Lastly, I am not sure about who to call. Will any normal interior design contractor have the skill and equipment to do it?

I installed a swing chair to the ceiling. Bought the hook & bolt myself from a neighbourhood hardware shop and asked my contractor to drill it in for me.

My flat is 30yrs-old btw.

Shld be quite a simple task for contractor since all they need is an electrical drill.
