Handover Form

When do you normally sign the handover form ? Do you sign it before all the defects are rectified or when you move back to your house ? There are still some defects to be rectified but the ID says he can only do them after CNY but he wants me to sign the handover form and pay the balance money. I am not going to pay him the balance money but I am wondering whether it is ok to sign the handover form. The form states that I am satisfied with the works done.
