Need Advise On Hdb Hip

Hi guys, have just purchased a 3rm resale flat and heard it will be undergoing upgrading for bathroom and piping, etc. The kitchen is in not so good condition but some contractor advise not to Reno the kitchen until the upgrading finished. I intend to change the floor tiles for 2 bedrooms and hall as it is now terrazzo.. Any advise?
