When To Produce Rom Cert?

Hi all, Just wondering for the BTO flats, when are couples supposed to produce the ROM cert? Is it supposed to be during the "Signing of Agreement for Lease" stage? If so, usually when will the Signing of Agreement for Lease be from the date of successful balloting? Or is the ROM cert only required upon completion of the flat? TIA!
