Before 2003, owners were not allowed to rent out their flats unless they were working abroad, for example. That year, HDB relaxed the rule to allow home owners to rent out their flats after 10 years if they had paid up the loan, and 15 years if they had not. In 2005, this was cut to five and 10 years respectively. -

HDB concept of changes each time. In March 2007, HDB relaxes policy on subletting of whole flats. Citing HDB recognises that the flat is also the single most valuable asset for many Singaporeans, and has a value that can be unlocked to provide some supplementary income for flat owners. This reduction of the MOP for subletting will allow flat owners greater flexibility to monetise their flats when it is needed, e.g. during retirement or times of financial difficulty. It will also enlarge the rental market for HDB flats and offer more rental housing options for those who are not yet ready to buy a property. But problem soon arise. After easing of subletting rules , the three months that followed saw resale prices jump 2.95 per cent. This compares with a 0.98 percent increase during the same period in 2006. More Singaporeans approaching 35 years old are buying and subletting their flats for income. 'Permanent residents are doing that too. Then see what MBT says. 'If private property owners can buy HDB flats or keep their existing flat to earn money from rentals, the supply of resale HDB flats will dip,' Mr Tan said. This will push up the prices of resale flats. HDB may tighten subletting of whole flat base on case to case basis to increase the supply and as dual ownership don't see the incentive and bring prices down -

Nothing strange, those trying to sell now are just taking profits. Only flippers who can't hold need to worry. Why should property agent worry, up or down, they still sell. They only worry when vol drop as ppl wait and see. If prices drop, buy some more.. What goes down will come up You only have to worry when economy drop or some mother nature thingy. Ya, govt implement more measures when the wait is too too long. Ppl complain again not enough supply.

Dragon Lee says, give the people an "AFFORDABLE" and "HOME for EVERYONE" First thing MBT thinks penalized those flipper and those with 2 properties, First timer not affected. For the "AFFORDABLE" we'll have to see if price really come down. But HDB and dual ownership owners have good holding power. Price go down, the most keep and rent to those PR with pte preperty. Ppl are also not selling as they worried abt the new ruling if they buy again. Those new HDB better speed up to meet the genuine buyers So now it is the war between genuine seller vs buyer

Rules change 2 times in a year. Seller Stamp Duty (SSD) from 1 year to 3 years MOP from 3 years to 5 years New ruling don't affect 2nd timer whose loans granted by HDB for HDB flats (including DBSS flats) LTV still cap at 90%. HDB loans are offered to eligible first-time flat buyers and second-timers who are right-sizing their flats to meet their housing needs. They are required to utilise all of their CPF Ordinary Account balance before HDB loans will be granted. Furthermore, those taking a second concessionary HDB loan must use the CPF refund and 50% of the cash proceeds from the sale of their previous flat before they are granted an HDB loan. Now, those who opt for bank loan in order to avoid the (50% of the cash proceeds) may have to do their sums again if their cash proceeds is not signicant. And revert to HDB loan.

PR & Pte property owner don't jack up the price, HDB had sold new land & BTO too high. Not every PR got pte hse. The truth is "If demand exceeds supply" price will remain. -

Em... usually property tax paid either monthly or upfront for the whole year. Usually, IRAS will rebate the seller the property tax, as for you just wait for IRAS letter to you. Or you may be able to check your tax portal at https://mytax.iras.gov.sg/ESVWeb/default.aspx to view your tax status. -

I agree, this rules curb only a some% of the ppl right now. Flippers and multiple owner. However, I believe there are still ugraders, PR, newly weds out with real demand. BTO do not suit them due to location /amenities. Price still decided by economic outlook. Govt will not whip out drastic measures before election. Govt just add some spices as many ppl complain abt multiple owner and flipper.More drastic measures to come after the election.

So you wanna sell high. Should not be an issue, after all you have 2 property to play around. But you will have to wait until the next economy downturn. Current changes is not a major impact. By the way, anyone knows how many ppl with dual ownership status (pte & hdb) ? -

For the 10%, only apply to ppl with existing loan. My take is that ppl are still cash rich and that this measure is to prevent property bubble. Ppl will still find that 5% (50k) for 1 mil property. 5years MOP. Most of those who own pte and hdb would have done so liao since hdb announce in 2007 that hdb may be rented out. Pte owner last time don't buy hdb, now then buy. No many right ? Likewise for resale owner. Not many will be affected. But current buyer must choose either one. So that balance up pte & resale. BUT if they hit the nail right on ... That is pte owner cannot rent out HDB.. Many pte owner will scramble to sell them. Wanna know the number of pte owner with hdb... I also want to know -
