The thing is that I informed HDB, but no reply and no action taken. I sent to the person in charge of Estate... maybe its the wrong dept? Which is the right dept in HDB to send query to?

Hi, I stay in a five room flat, met the minumin occupancy period. The maximun no. of tenants I can rent out is 9pax, according to HDB rules. To increase privacy and maximise rental to different people, can each room be partition with wooden plank? What is HDB guideline on this? I searched HDB website, there don't seem to be anything on this. My neighbours are doing this, but I am not sure if its illegal. Thanks Thomas
