Cement Platform Need Permission From Hdb?

Hi all intent to do a permenant cement platform at the bottom of bay windows and put a long cushion as a Greek island style seating, need hdb permission? Any contractors can do this and what's the cost like? About half a meter in height leh. I see people do wooden platform but we prefer solid cement.

150kg/sqm, do u think doing that will exceed the weight limit given by HDB or not.....
