One of the common walls has cracks and tilted slightly into my garden but our neighbour refuses to share in the cost of rebuilding a new wall. I tried calling the authorities but they say it is a case to be sorted out between the neighbours. Can anyone give some advice on how to resolve this issue?

If you don't mind paying the full cost, I think you can negotiate with your neighbour to have the wall torn down, redo the footing and then reconstruct it. Live and let live.
