Fully Fixed Glass To Replace Windows Allowed?

Can we remove the original hdb window and frames to install a fixed glass instead? Meaning it will not be possible to open or close window (since most of the time using air-con). Glass to coat with teflon to prevent dirt.

Crazy or possible? (legally)

Not allowed. If i'm not wrong cause will affect the facade. not sure of the proper term for disallowing but you can call hdb and check with them. But I'm sure not allowed.
