Help me pick internet controls for two kids

We have two kids, 7 and 12, sharing one family PC and a couple of phones. Last week the little one clicked a fake prize ad and installed something sketchy, so now I'm sold on getting proper protection. Any recommendations for parental controls that cover multiple devices and different age settings?

That fake prize ad trick gets everyone, even adults fall for it. In our house, the 8-year-old clicked something similar and we ended up with pop-ups for weeks. The setup that finally worked: separate Windows user accounts for each kid, Microsoft Family Safety on the PC, and Google Family Link on the Android phones. Both are free and let you set different rules per child.
