Hmm.. safety is always number one. If you see it as an obstruction, you may want to ask Town Council for help. If you see it as a potential fire hazard, you may ask Civil Defence.

But before you do, could this be a battery-powered bicycle? If not, maybe you could explain to your neighbour your safety concern for all living nearby.

i suspect it is a LTA approved e-bike which uses battery, simply take out batt and charge 2hours...

$800+ bike he park it outside not even leashed to the window grill...wow..
