Need Advice Regarding Modifying Pipes

Hi everyone, I will be getting a 3-rm resale flat in TPY soon and now having a headache with the toilet renovation. It is an old 3'I' unit with only one toilet and a separate shower room. The toilet is awfully small and my intention is to hack the wall between the toilet and shower, but there are some pipes in between them.

I spoken to a couple of ID, and some told me it can the pipes can be moved but some told me cannot be done.

Has anyone encountered such situation before?
