Hdb Flat Ceiling Leaked

My unit below ceiling leaking not from their toilet but middle of their master bedroom.

A HDB officer came to my flat and tell me my toilet flooring have to be hacked to do waterproofing, and this only after spending less than 2 minutes in my flat. Real efficient.

Was told that it will be share cost of 25% upper unit, 25% lower unit and 50% HDB. Then came the official letter that states the share cost only includes fixtures originally provided by HDB. My flat is 27 years old and HDB expects everything to be the same even the hinged plastic toilet door! If the waterproofing and the structure concrete can even weaken (spalling concrete), HDB expect their original fixture since 1988 to be in perfect condition and will never be replace!

For those who installed glass panel cubicles, bathtub and basin cum cabinet or marble vanity top, you gonna faint! HDB package includes hacking, waterproofing, laying only their tiles(you can choose the color only), replace with a standard pedestal.

Any other things else, the upper unit flat owner...oops...lessees(I was reminded by the HDB officer) will have to bear the cost of replacing all these. If you do not want their HDB contractor to do the replacement, you will still have to pay for the removal of these fixtures not originally provided by HDB!

Anyone out there experience this issue being the upper unit? By the way, was told that when replacing the 1st layer of wall tiles, I m not able to use my own color wall tiles but have to use their floor tiles as wall tiles too.

Please let me know if any of you are able to use your own wall tiles (of course, you must have your own tiles available).
