Electrical wiring on floor

Hi all,

As i'm doing renovation of my new BTO.

Would like to check if it is normal to have electrical wiring running on the floor before laying the tiles?

Is this good/normal practice? or lazy work from the electrician?

If office then i see before this situation,  but if it is housing, i don't think so . From what I know, if you have done ur flooring first only wiring then it is like this.

cause normally wiring is hid under the floor ( for some that is skillful) , so if you have done ur flooring already, you have no choice but to do the wiring above ur floor and hence like that

Just want to be sure that doing this way is normal. 
Checked with some friends and theirs were done like this too

This is not the way to install wiring, it will trap water in the trunking and cause tripping in future.

I can be very sure your electrician got no licence.
