Question for 2 Aircon Compressors in HDB

I want to install 2 units of system 3 in my EA, however my apartment does not fall under the new blocks that have the updated Electrical Loading requirement. 
As such i am required request for HDB approval for this. 

However when i approached my Aircon Vendor (Courts), they would submit the paperwork for approval for $350, however as the apartment did not fall under the new Electrical loading requirement they would NOT want to submit at all as it would definitely be rejected hence wasting the $350 as well as their time. 

Can anyone confirm this? My thoughts are that if this was an instantly rejected issue why would HDB even ask you to get a permit or try to get a permit in the 1st place?

Only those flats with upgraded electrical loading (40 Amp) can apply for 2 condensors subject to HDB approval.

 

If the loading is not upgraded, HDB will definitely reject the application.
