Planning a new district from scratch

My cousin’s town just approved a 2,000‑unit neighborhood on old industrial land. They’re stuck on how to mix housing types, schools, shops and transit without creating traffic jams. He asked me for ideas, but I’ve never worked on master planning at this scale. Could you recommend a solid resource or framework for integrating housing, parks, schools, retail and transportation in large neighborhoods?

A project that size definitely needs more than just fitting as many units as possible onto a map. A friend was involved in a smaller redevelopment where they planned the school and transit stops only after most of the housing was approved, and traffic became a headache almost immediately. That experience made me appreciate integrated planning much more. I’ve been looking for useful frameworks too and came across Concord housing development . It gave me a few ideas about approaching large projects more holistically. I’d love to hear what guides others recommend.
