How to fix leaking shower screen rubber seal

My 1+ years old shower screen's is leaking whenever I shower. I've replace the silicon between the shower screen metal casing but the water seems to be leaking between the glass and the metal casing where the rubber seal is.  

Any ideas or advise how can this be fixed to prevent it from leaking. Thanks.

need remove (use sharp pen knife) old silicon of both internal & external along the glass.

Use tissue paper to absorb the water along the path, use heat gun (hair blower also can) - making sure it's extremely dry.

Or, i suggest replace the inner first - if remove both, the glass panel would be 'unstable'. Need hours of removing/water drying/applying/silicon drying.... 

Tips:

- it's 'useless' to overlay the outer silicon only, as the water from inter would press & sip (inner layer already no protection!). Meaning settle the 'source' first.

- When u remove the silicon, would observe water trapped under the glass (5~8mm thick). Reality is: glass not 100% align with base (tile).

Not easy to handle silicon hor, good luck.
