Hot water from taps during hot weather (no heater)

Hi, just wondering if anyone experience similar problems in HDB flat (top floor) when during extreme hot weather, the water that comes out of the tap is also too hot for usage. A reading from my infrared thermometer reads ~38 degrees from the water flow. Does HDB or Town Council have any guides on this if anyone experienced this in their flats too? Due to the hot weather likely the water gets heated up in the water tank on the roof thus causing this problem.

this is why my old house no need buy water heater.. free heating (if got sun)!

Anyway, if you are normal office employee, probably won't be home around the hot afternoon.
