    As what the others said, there is 5 years warranty for waterproofing for hdb tiles. Since your flat is already 5 yr old, just hack off the whole extg tiles and redo the waterproofing, reselect the tiles you like for your bathroom.

    Not true about nothing much to do for hdb bathroom. It depends on whether the id has the knowledge in plumbing works. Are you looking for ID?

    Hack. Redo the waterproofing. Overlay is only for those warranty for hdb tiling works.

    $60 should be sufficient for the whole work. Usually resale flat is much expensive because of additional hacking works compared to new flats. Let me know if you need a new quote, I can work out for you too! PM me.
