Thinking about a legal suite but permits are confusing me

Recommended Posts

Want to convert our Edmonton basement into a legal secondary suite for rental income but the permit process looks complicated from what I've read online. Development permit, building permit, separate entrance requirements, egress windows — it's a lot to navigate. Has anyone gone through the full legal suite approval process in Edmonton and can explain what the timeline and total cost realistically looked like?

Went through the full legal suite process in Edmonton two years ago so happy to share what it actually looked like. Development permit came first to confirm zoning — that alone took about 6 weeks during peak season. Building, plumbing, electrical and HVAC permits came after, each with their own fees. Separate entrance, fire-rated drywall between units, egress windows in every bedroom, independent heating — those are the non-negotiables that drive the real cost. Total permit fees were manageable but construction to meet code added roughly $15–20k on top of the basic development budget. Full timeline start to finish was about 4 months. Basement renovation company in Edmonton, AB helped us understand scope before contractor calls which made a real difference in evaluating quotes. Get your zoning confirmed before planning anything else, that's the step people skip and regret.

Really appreciate you laying this out, it matches what we ran into when we looked at doing a legal suite in Edmonton. We saw the same spread in quotes and later found out most of the gap was permits, fire separation, egress windows, and heating independence. Permit stage alone took weeks, especially development approval before anything else could move. Total add-on costs ended up around 15–20k beyond base construction depending on finishes. Basement renovation company in Edmonton, AB helped us decode scope early which honestly made comparing contractors way less confusing.
