was quoted around $5k+ everything in - is it reasonable?

I don't think this is bargainable. URA has a standard submission fee and you pretty much write out a cheque to them. >50% change has to be reconstruction or rebuild.

the breakdown is that URA fees is about $1500 and PE "signature" fees was $3500

so just want to find out whether $3500 is market rate

My PE charge us $5000 excluding submission fees to BCA but include drawing up the plans to submit to BCA and overseeing the project, an A & A with a loft addition. URA submission was done by my architect.
