Bto Flat - Hack Floor And Wall Tiles

Hi, I am getting my BTO flat soon. I understand that I am not allow to hack the wall and floor tile within the first 3 years without HDB permit.

I want to find out whether has anyone apply to HDB before to hack the wall and floor tile? Is the procedure for the permit easy? How much is the waterproofing?
