Budget for Reno works

Hi Guys,

I had recently purchased a 3NG resale flat. 

Due to my really limited budget (Not planning to take any Reno loan), I am planning to do very minimal reno works . 

Things Im planning to do are : 

1. Vinyl tiles overlay over existing floor

2. Wall and Ceiling Plastering for entire house

As HIP was just recently done for the flat, i wont be doing any reno works for the toilets. 

Kitchen is also quite new except for the wall tiles which have some cracks on them .

Would it be possible to have the above required works done below $4000 ?
