Increase height of boundary wall

Next door neighbor is 3 storey how to add a screen for privacy and also to block the sun as the side boundary wall is facing west

thinking of the following solutions:

1)build trellis and grow those fast growing climbing plants

2)plant those bamboo that can grow very tall.

what other possible solutions?

If to construct trellis, can they go above 1.8m? Is it considered permanent structure?

I believe trellis would be considered as permanent structure since it would be fixed and you can't move it as and when you like right?

If you plant tall plants/shrubs/trees along the boundary wall, do consider the high possibilities that the dried leaves may fall over to the neighbor’s property and may cause unhappiness/dispute. I have heard cases of affected owners has applied to CDRT(Community Dispute Resolution Tribunal) to resolve such issues. Other than falling dried leaves, there’s also possibilities of moth caterpillars feasting on the leaves and had their black poo droppings scattering all over. 

If the neighbor is 3 stores high, wouldn’t the building already block the west sun coming through along the boundary wall?

IMHO, best solution is to talk with your neighbor your plans/methods to go about blocking the sun and come to a solution that both will agree.

As far as I know, you can build a wall no more than 2 meters high.
