bipps 4 Report post Posted April 19, 2016 You could if the previous owner allows, but chances are they wouldn't as the flat technically belongs to them til the 2nd appointment is completed. What is the renovation damaged the property and 2nd appointment didn't get completed due to other reasons...You lose your reno payment, they get a damaged flat that they can't sell out. Both of you and your previous owner need sign the HDB renovation form, and also you need sign an undertaken form to take the responsibility of any of the damages during the renovation.
