Go do your math. Lousy tiles = there is NO GUARANTEED GOOD tiles out there, whether China or ITALY, even marbles/granite. It all depends on the batch even if it's from the same factory. i remember square ones got screw in energy saving bulbs too. go visit MORE lighting shops. how bright the downlight is - depends on the design, as i have said earlier older designs you need to put in 2 bulbs YET it isnt that bright compare to a single bulb downlight(latest).

1) average downlight cost around $20 or less (good looking ones not cheapo types) 2) a downlight is just a casing with a screw on energy saving bulb inside.(most commonly found) 3) for 20x downlights get those with just a single bulb - the double bulb designs are OLD designs. newer single bulb downlights with all the reflectors is actually brighter than those old design 2x bulbs. 4) i bought mine from thomson lightings( IMM and Balestier plaza) - $17 nia(new design).
