Actually.. these days.. is not that simple.. If in a ulu town with low population, no point building a school when dun have enough students. Is this a fair comparison? The 2 proposals are vastly different in cooling capacity. Setup 1 is almost double the cooling capacity of Setup2. And.. need to know the sqft of each room before can comment is enough or not.

If the originally provided tiles are say.. $4psf.. and the new owner decides to redo with a $6 psf tile. After redoing, there is water leak. Would it be reasonable to demand that the original main contractor to redo the water proofing and then do back with the $6psf tile under a warranty claim? It's not just the $$, the sourcing of the new tile is also an issue. In the first place, the developer/contractor/mgt office will not even want to agree to allow major renovations during the warranty period unless there is some underwriting of risks. The same also applies to cars. If a heavily modded car is involved in an accident, the insurance company will only fix back to stock, not to the modded status. Minor reno that does not involve the use of a breaker is not an issue for new developments.

I speak in personal capacity.. Moderation is all about common sense. Dun think there is such a course on how to moderate the internet. Everyone is clueless once upon a time. Soundproofing is a complex issue to tackle. First thing to do is to seal off any gaps that allow air to come in. Slding windows are big culprits as normally not a tight seal. Use sponge or those hairy strips meant to prevent dust coming in. Then consider using those heavy thermal 100% blackout curtains first. Firstly, the heavy materials will block some sound. the uneveness of the curtain will prevent sound from reflecting off this side of the room.

An independent 3rd party opinion on costs and design is a good insurance policy. Design and Build arrangements does not offer that protection. Design and Build also need to engage QPs, so in the end.. how much can the savings be?
