There are many types of varnish dor different application. For WOOD, use thinner-based varnish (kind of a resin, dissolved in thinner solution). Your appication? White Glue can be used as protective transparent layer( to prevent oxyidisation) for PAPER application. Water-based has its limitation - cannot get in touch with water, even after hardening. Can tell me which brand/where hobby shop you know sell "water-based" varnish?.
