if there is really a water seepage...i m afraid you have to re-hack/re-tile the whole toilet. replacing the laminates is only temporary cos water some how will find it's way to other places(your neighbour below). after what happen to my friends who has water leaking to their neighbours below....i m scared of such things. it will cost thousands! try to get a waterproofing specialist(contractor) to take a look. maybe just pay them transport charges for the trip.
